Shouting Limit not working?

Prevent your users 'shouting' in their thread titles/message text by changing all-uppercase titles with at least this many characters to capitalization only on the first letters of some words.
Set the value to 0 to disable this function.
Disable this for some international forums with different character sets, as this may cause problems.
Why is it not working and how can I get it to work?
So if you have Smilies in at the front of you post then the shout prevention does not work

How can SHOUTING IN POSTS BE STOPPED?
This is NOT A SHOUTING TITLE
The entire title needs to be in Capitals for it to count. If a letter is lowercase then it doesn't count.
In the post quoted above, what other formatting does it have? Shouting is successfully suppressed here:
